Least Restrictive Environment Inclusion Toolkit for Families of Young Children With Disabilities
Early CHOICES’ Least Restrictive Environment (LRE) Inclusion Toolkit aims to help families of children with disabilities navigate the early childhood system to ensure their child is included in the LRE. Whether you’re just beginning your journey or looking for specific support, this toolkit will empower you to champion inclusion for your child.
The LRE Inclusion Toolkit includes:
- Evidence for the benefits of inclusion
- Federal guidance for inclusion
- Resources with links and guidance to help you understand and use the tools effectively
- Bolded keywords throughout the document that you can easily find in the “Glossary” at the end of the toolkit
- QR codes for each of the embedded links
Legal Advice Line for Victims of Domestic Violence or Sexual Assault
Prairie State Legal Services (PSLS) offers the Legal Advice Line for victims of domestic violence or sexual assault. The Legal Advice Line is available in certain counties served by PSLS.

Legal Aid Chicago provides free legal assistance in civil cases to people living in Chicago and suburban Cook County with limited income or special legal needs. It focuses on helping in the following key areas:
- Family and safety – where personal safety and financial stability are at risk
- House and apartment – protecting safe and affordable housing for tenants and homeowners
- Money and debt – protecting income and assets from unfair collections and fraud
- Work and employment rights – protecting the rights and benefits of workers and reducing barriers to employment
- Health, disability and basic needs – accessing and protecting benefits for basic human needs
- Immigration – obtaining protected status for victims of crime, including U-visa, VAWA (for victims of domestic violence) and T-visa (for victims of human trafficking)
LifeLine Pilots is a non-profit group providing free air transportation to patients seeking a second opinion or in need of treatment at a clinic far from home for non-emergency medical needs.
The organization serves individuals who may not be able to travel long distances any other way or have financial or health-related needs. Volunteer pilots fly passengers in need within a 10 state region. Lifeline Pilots also works with other volunteer pilot organizations to arrange flights beyond their service area.

Lifespan Disability Clinic in Chicago
UI Health’s Lifespan Disability Clinic provides one-stop, comprehensive primary care for children and adults with intellectual and developmental disabilities. The Lifespan Disability Clinic is a welcoming space that aims to collaborate with each individual to achieve their personal goals, such as obtaining appropriate accommodations, coordinating care and supporting the transition to adulthood.
The Lifespan Disability Clinic has two locations. Services include:
- Primary care (routine health exams)
- Support for the transition to adulthood
- Care coordination
- Education and resources
Lightways Peace of the Heart Kids Camp
Lightways Peace of the Heart Kids Camp is for children and youth ages 7 to 13 who have experienced the death of a loved one. Guided by the Lightways Grief Support Team, kids will participate in activities to help process their grief and meet others who have experienced a loss. The four-day camp also includes hiking, fishing, arts and crafts, music and games.
Lincoln Land Down Syndrome Society
Lincoln Land Down Syndrome Society (LLDSS) provides a support network for families residing in and around Sangamon County. LLDSS programs and events promote awareness, inclusion and education of people with Down syndrome.
LLDSS activities include monthly meetings, social gatherings and recreational opportunities.
Little Friends provides programs and supports to empower children and adults with autism and developmental disabilities and their families to live, learn, work and thrive in their communities. Little Friends serves individuals and families throughout ten counties and more than 50 school districts across Illinois. Programs include:
- Schools, educational and vocational training programs
- Respite family services
- Community-based residential living
- The Center for Autism
- Inklude Studio
- The Fun Club
